Impact Analysis of the Wiener Bildungsversprechen

According to the AK-Chancen-Index, almost a third of Viennese schools have an increased need for support and a quarter even have a particularly high need for support. The index is calculated based on the educational background of the parents and the everyday language of the children and young people. In schools with increased support needs, pupils cannot be adequately supported due to the learning environment.

The Wiener Bildungsversprechen (WBV) is a project to support such schools with the aim of autonomous and site-specific school development and the associated quality improvement. The WBV accompanies and supports schools in Vienna in their development towards becoming a learning organisation. This means promoting active learning, the ability to reflect and an open and inclusive culture with the participation of all members. It enables schools to respond flexibly and appropriately to changing conditions in everyday school life in order to create a school that offers fairer opportunities for all children and young people.

The NPO Competence Centre was commissioned to evaluate the third round of the WBV by means of an impact analysis. This started in September 2024 and accompanies 15 schools. The aim of the study is therefore to examine the impact of the WBV for various groups. To this end, a mixed-methods approach is used, which allows the effects to be demonstrated both qualitatively (e.g. through interviews and focus groups) and quantitatively (e.g. through questionnaires).
