With the Skybird programme, the Austrian Red Cross (WCC) wants to contribute to improving living conditions in East Africa through innovations and partnerships in the field of WASH (water, sanitation and hygiene). To achieve this goal through more effective WASH interventions, the skills and resources of the Red Cross societies in East Africa and Austria are to be strengthened.

To this end, subsidies for innovative micro-projects within the Red Cross societies will be awarded and a regional and efficient WASH network will be established, which has the capacity to promote innovation, knowledge exchange and cooperation between actors within and outside the Red Cross movement in East Africa in WASH and related fields. In addition, advocacy activities and the communication of knowledge in the Water-Food-Safety-Energy Nexus will be improved and gender-sensitive human resources policies, programme design and implementation will be promoted.

The NPO Competence Centre was commissioned by the Austrian Red Cross to accompany this 5-year programme in the framework of monitoring and evaluation. This includes the scientific monitoring of a baseline study and interim evaluation as well as the implementation of a final evaluation. The NPO Competence Centre will focus on the effects of networks and micro-projects at the organisations.
