The book systematically shows how governments choose between creditors’ competing loan offers – and that creditors are not the only ones who determine which loans developing countries receive. The author focuses on societal interest groups in recipient countries and the distributional consequences of external loans. The book offers insights into why countries accept or reject loan offers from China, for example.
