According to the Federal Budget Act, legislative impact assessment (German: Wirkungsorientierte Folgenabschätzung, WFA) must be carried out for legislative proposals. The WFA could be an important instrument for increasing the effectiveness and comprehensibility of legislation, but in practice it tends to be perceived as an onerous obligation and is given little attention by legal scholars. In our workshop on 13 September, led by Teresa Weber, we debated this instrument with experts from legislative practice and legal studies and thus identified an agenda for further research.
