  • 1989-1990 assistant of Prof. Wolfgang Mantl at the Institute for public law, political science and administration law

  • since 1990 Austrian Foreign Ministry: foreign postings to Paris (1991-1992) and Geneva (1994-2000), at home mainly attached to the Office of the Legal Adviser (international economic and environmental law, European law and general public international law)

  • since 2005 Head of the department for European law at the Office of the Legal Adviser of the Austrian Federal Ministry for Europe, Integration and Foreign Affairs

  • since October 2014 professor at the Institute for European Law at the University of Graz

  • lecturer at the Leopold-Franzens-University of Innsbruck (Department of European and public international law), at the Diplomatic Academy Vienna and at the Vienna University of Economics and Business; numerous talks and essays in volumes of proceedings of symposia and colloquia

Research interests

  • institutional law of the European Union (in particular European Council, Council and Court of Justice of the European Union), distribution of competences between the EU and its Member States, questions on correct legal bases, relationship between Union law and national law; Treaty amendments and interpretation of primary law; procedures for the adoption of secondary and tertiary legal acts

  • external action of the EU, especially institutional peculiarities and conclusion of international agreements, Foreign and Security Policy

  • selected aspects of the free movement of Union citizens as well as of the fundamental freedoms in the internal market, area of freedom, security and justice; EU accession to the ECHR
